Low Income Home Energy Assistance Program (LIHEAP)

The Illinois Low Income Home Energy Assistance Program (LIHEAP) is designed to assist eligible low income households pay for winter energy services. LIHEAP will provide a one-time benefit to eligible households to be used for energy bills. The amount of payment is determined by income, household size, fuel type, and geographic location.

Required Forms & Supporting Document Checklist

  • Applicants must provide:
    • Social Security Card(s) or Individual Taxpayer Identification Number (ITIN) documentation for all household members
    • Proof of income for all household members 18+ from the last 30 days (wages, Social Security Administration benefits, Supplemental Security Income, child support, Temporary Assistance for Needy Families, Aid to the Aged, Blind, or Disabled, unemployment findings, cash wages, etc.)
    • Income documentation for children receiving child support or Social Security benefits.
    • If no income has been received, a letter explaining how financial obligations were met (e.g., SNAP, housing assistance, loans, or cash gifts)
    • Current heating (gas, oil, propane) and/or electric utility bill(s)

Participation in certain other benefit programs—such as the Supplemental Nutrition Assistance Program, Social Security Income, Temporary Assistance for Needy Families, or some needs-tested veterans’ benefits—may grant automatic eligibility.
