Biography

Rocco D. Biscaglio was elected Leyden Township Supervisor on April 6, 2021, and was re-elected to a second term on April 1, 2025. As Township Supervisor he serves as Chief Executive Officer of Leyden Township. As Township Supervisor, he serves as Chairman of the Township Board of Trustees, Supervisor of the General Assistance program, and Treasurer of all Town funds.

Prior to his election, Rocco served as Chief Policy and Administrative Officer for Aunt Martha's Health and Wellness, a not-for-profit organization serving over 100,000 children and adults throughout over six hundred communities in Illinois. At Aunt Martha's he oversaw Government Relations, Communications, Information Technology, Human Resources, Property and Facility Management, Grants, and Fundraising. Prior to their merger with Aunt Martha's Health and Wellness in 2015, Rocco was President and CEO of Chrysalis Consulting Group a governmental affairs consulting firm specializing in human services issues and operations. He joined the Chrysalis in 1992 as its Chief Financial Officer and served in that capacity until 2004 when he assumed the position of President and CEO. At Chrysalis, he played an important part in creating policy and administering the financial matters of Chrysalis and in the development of management information systems.

Prior to joining Chrysalis, he served as City Manager of the City of Northlake and interim Village Manager for the Village of Elmwood Park. Prior to that he was employed as a Technical Advisor with the Illinois Department of Transportation in the Bureau of Land Acquisition and Property Management. Rocco also has a background as an insurance and real estate consultant.

Rocco has been active in local, state, and national civic and political organizations. He was an elected Village Trustee in the Village of Elmwood Park from 1985 to 1989. He currently serves as Treasurer of the Elmwood Park Neighborhood Civic Organization (EPNCO). He serves as a member of the Leyden Family Service and Mental Health Center Honorary Leadership Council. In 2024 Leyden Family Service and Mental Health Center named him as their 2024 Person of the Year. Rocco is a board member and past president of the Italian American Political Coalition and is a member of the Joint Civic Committee of Italian Americans.

Rocco is currently serving as Treasurer of the Township Officials of Cook County (TOCC) and as a member of the Executive Board and as Secretary of the Supervisors Division of TOCC. He also serves on the Metropolitan Township Officials (MTA) as Chairman of the Legislative Committee and as a member of the West Central Municipal Conference Legislative Committee. Rocco was the recipient of the 2023 Patrick Higgins Lifetime Achievement Award presented by the West Central Municipal Conference.

Rocco D. Biscaglio holds a Bachelor of Arts Degree with Honors from Roosevelt University. He has been a resident of the Village of Elmwood Park for over 50 years.
